July 14, 2003 Board Meeting

 

Meeting will be held at Long Beach School District Administration Building located at 19148 Commission Road, Long Beach, Mississippi.

 

CALL TO ORDER

 

ORDER OF BUSINESS

 

A.      Approval of Minutes

1.  June 9, 2003 – Regular Meeting

B.      Adoption of Agenda

 

C.      Student/Teacher Recognition

     We will recognize student Austin Wallace and teacher Carol Szymanski for winning National Art Award.

 

D.      Request to Address Board

1.  Mr. Buddy Ray of Rosalie Station Car Wash & Detail Center has asked to address the board concerning car washing as a fund raising project.

2.  Mrs. Mary Thompson would like to address the board concerning the denial of an appeal.

 

E.   Business

1.  Consent Agenda

The Superintendent recommends approval of the consent agenda which includes the following items:

 

             a. Approval of the claims docket

b. Accept Donation of Video Phone and Lap Top Computer from NASA

             c. Single source purchase for choir chairs

             d. Disposal of surplus equipment

             e. Disposal of unusable textbooks

             f. Financial Report

 

F.   Budget Amendments

        The Superintendent recommends approval of budget amendments to the FY 03 budget.

 

G.   Adoption of Handbooks

The Superintendent recommends adoption of the following handbooks which have been on the table for 30 days:

          1. Student handbook for high school

          2. Student handbook for middle school

          3. Student handbook for elementary school

          4. Alternative School Student Handbook

          5. LBMS Cheerleader

          6. LBHS Band

          7. LBHS Dance Team

          8. LBHS Cheerleader

 

H.   Exemption Letter for Purchase Order

     Requirements

The Superintendent recommends exempting certain items from purchase order requirements.

 

I.              Award Bids

1. Gas, Diesel, and Propane

   The Superintendent recommends accepting the firm bid for propane from Blossman Gas and the alternate bid for gasoline and diesel from A & M Petroleum.

1.   Band Instruments

    The Superintendent recommends awarding the bid on band instruments to Mississippi Music, Inc., the sole bidder.

 

     J.   Request to Apply for Expert Citizen Educator

          License

          The Superintendent requests permission to apply

          for Expert Citizen Educator License for Casey

          Caviness, High School Band Director.

 

K.    Permanent Transfer to Ad Valorem Shortfall Fund The Superintendent recommends making a permanent transfer to the ad valorem shortfall fund from the District Maintenance Fund in the amount of $7,370.08 for shortfall for FY 03.

 

    L.     Add Advanced Software Topics and Field Experience to the Business/Technology Curriculum.

          The Superintendent recommends the addition of

          these courses to the high school curriculum.

 

M.      Student Releases to Attend Schools in Other Districts

     The Superintendent recommends releasing the following students to attend schools in districts other than their home district:

Children of Cathy Broadway (Principal at Pass Christian School) to be released from Long Beach Schools to attend Pass Christian Schools; children of David Graham (maintenance employee at Long Beach Schools) to be released from Harrison County Schools to attend Long Beach Schools; children of Kathy Cook (clerical employee at LBHS) to be released from Gulfport Schools to attend Long Beach Schools;

and to deny the request for release of

  children of Arlene Brown from Long Beach Schools to Pass Christian Schools; children of Karen Price from Long Beach Schools to Pass Christian Schools; children of Ronald Irby from Long Beach Schools to Biloxi Schools.

N.   Presentation of Policies

     The Superintendent is presenting the following policies to lie on the table for 30 days before adoption:

O.              Personnel

     The Superintendent recommends employment of the following personnel for the 2003-04 school year:

 

Certified Staff

-   Guy Bowering as high school English teacher

-   Marion Foster as Gifted teacher at Quarles

-   Laura Gremillion as part time special

  education

  teacher for the district

-   Change classroom reduction teacher at Quarles

  from Stacie Tripp (1st grade) to Rebecca

  Tillman

 (3rd grade)

-   Diane Fox as part time Title I teacher at Harper McCaughan

Non-Certified Staff

-       Amy Green as teacher assistant at Quarles Elementary

-       Patricia Rachuba to assist in processing free and reduced lunch applications in the cafeteria office, effective August 9, 2003 at $7.00 per hour, with employment until the “beginning of the school year” applications have been completed.

-       Anaise Beany as library assistant at Quarles

-       Kimberly Stringer as teacher assistant at Reeves Elementary to work with a student who has a traumatic brain injury

-       Susan Tucker as teacher assistant at LBMS to work specifically with a student who has a physical disability

-       Transfer Wendy Hutchinson from Reeves School to the high school guidance secretary position for 210 days.

-       $2,000 personal care supplements to:

Denise Wilkes – Preschool at Quarles Elementary

Angela Collins – Preschool at Quarles Elementary

Barbara Hardin – Self-contained at Quarles

Kimberly Stringer – Specific Assistant at Reeves

Susan Tucker – Specific Assistant at Middle

School

Gary Cassibry – self-contained at High School

-  Bonnie Maggard as Transportation Supervisor

 

P.              Status Report

     The Superintendent will give a status report on the girls’ softball field, walking/bike path at Reeves, and security improvements at Middle School.

 

Q.              Contract with School Board Attorney

     The Board will negotiate a new contract with the school board attorney.

 

R.   Superintendent Information for Board

     1. Reception for new teachers on July 31st at 6:00    p.m.

     2. Breakfast for all staff on August 4th at 9:30   a.m.

S.   Bleacher Bids Due July 18th

     The Superintendent would like to award bids as soon as possible after bid opening on bleachers.

T.   Work Days for High School Guidance Counselors

     The Superintendent recommends the high school guidance counselors work 215 days per school year at the discretion of the high school principal.

 

U.   Executive Session

     The Superintendent will recommend the board go into executive session to discuss a personnel issue.

 

V.   Approve Capital Lease Rate

     The Superintendent recommends accepting the lowest lease rate.
